Comte de Barras writes in the name of the comte d’Estaing, president of the Société des Cincinnati de France, to tell this capitaine de vaisseau that Louis XVI has given provisional permission for the French officers to wear the Eagle of the Society. He mentions George Washington & describes the French Navy’s gift to him of the Diamond Eagle as a mere "bagatelle" [trinket].
