"Voted that this Town do disapprove, in Terms of the highest Resentment of the conduct of Capt William Judd of this Town, in the part he has taken relative to the commutations granted by Congress to the officers of the Army and are decidedly of the opinion that his conduct tends to the subversion of the Rights of the People..."
John Treadwell, Hezekiah Wadsworth, Col. Gad Stanley, Col. Isaac Lee, Maj. Ichabod Norton, Capt. John Allyn, and Lt. Joseph Byngton listed as members of a committee appointed to serve Judd with a copy of the vote against him.
A final name seems to have been cut off at the bottom of the document.
Regarding Judd's participation in the attempts of the officers of the Army to receive back pay resulting in the act of Congress, March 22, 1783, allowing commutation of pensions for half-pay for life to full-pay for five years. Judd had been selected to represent the claims of Connecticut officers to Congress and receive their certificates, an action which met with opposition in his home state.
