At center, is presumably Thomas McKean, the president of Congress, surrounded by his family on the porch of a house. An African American woman holds a young white child in the doorway, and behind McKean kneels a Native American woman, listening to the news. Men, including one with a crutch an peg leg, and children, including an African American cheer the news.
