Though undated, the document was probably issued after Jan. 1, 1778, when Torrey became a 2nd lieutenant. Though this document commissions him as captain, none of the biographical sources -- Heitman, Sypher, nor O'Reilly mentions a date of this promotion. Nor does his commission appear in the index to the Papers of the Continental Congress.
