Notes that they "still agree in an opinion of the alarming tendency of the order of Cincinnati." Also remarks in detail on the policy of granting bounty lands to the army officers and whether or not this will result in a new feudal system in the Western territories of large military landholders and subservient tenants. Suggests that Gerry read Sir Martin Wright's Introduction to the Law of Tenures saying that "though you should meet with nothing in it, which you may think applicable to the Institution of the Cincinnati, in its probable effects and influences on the present system of policy in the United States, you will find entertainment and usefull [sic] instruction."
