General John Armstrong [Jr.] served in the Pennsylvania line during the revolutionary war and though he is considered one of the main authors of the "Newburgh Addresses," he became an original member of the Society of the Cincinnati; later, he became senator, minister to France, and as secretary of war under President Madison he was blamed for War of 1812 failures.
In this letter to Isaac Wayne (Anthony Wayne’s son), Armstrong discusses a history of the revolutionary war that he is writing, and asks Wayne to provide any unpublished papers of his father for the project.
