Note
Ilustrating the impoverishment suffered by army officers & request to be appointed as a "Tide Waiter," a low ranking customs official.
"The distressed situation of life to which the subscirber is reduced, will not permit, that his sensibility should enlarge a recapitulation of them to your honors, his heart is only capable to express that it is beyond description deplorable. He therefore humbly request, that he may with your honor be accpted as a candidate, for the office of a Tide Waiter."
Presumably addressed to George Clinton.
