William Judd's petition regarding his rank was dated May 21, 1779 -- see Writings of George Washington, vol. XV, p. 321. Washington wrote on June 25, 1779: " I have examined and considered the petition of Captain Judd, and it appears to me, that his claim has no foundation. He has no right to precedence of the officers arranged before him by the state, from the majority he held in the militia. The appointment of officers was with the state, and they had an unquestionable right to promote any before him .... He must stand at the point of rank in which he was placed." -- Writings, vol. XV, pp. 319-320.
"Whereas, in obedience to genl. orders it is become necessary that the rank of officers in Colo.Wyllys's Regt. should be settled, and whereas the Col. & Lieut Col of said regiment are both absent from their Regt. & the Majr. for prudential reasons has refused to settle the rank ... & has called in gentm. from other regts. to give their opinion ..."
Capt. Judd of said regiment, fully convinced that manifest injustice has been done to him begs leave to remonstrate against the acceptance of sd. opinion ... and the establishment of his rank agreeable thereto.
"Lieut. [Obadiah] Gore supposeth himself injured for that he was a first lieut. in the service when two gentlemen now ranked before him were only 2nd lieuts. in the same army tho commissioned by Congress.
Wyllys served through the revolutionary war as colonel of Connecticut Regiment and was an original member of the Connecticut Society of the Cincinnati.
William Judd was also an original member of the Connecticut Society.
