Discusses the first general meeting of the Society of the Cincinnati in Philadelphia on May 4, 1784, during which Massachusetts delegate Winthrop Sargent kept a private journal of the proceedings, written largely in code. Records of the proceedings include George Washington's proposal to amend the Institution to abolish hereditary descent and honorary membership and to limit the Society's power as a national organization. In the end, Washington's proposals were not ratified, and the Institution was left unchanged.
