"The present prospect of public affairs, which affords the happy prospect of peace, and a faithful service of almost eight years which I have devoted to the good of my country in the army, will I hope justify me in making a request to be considered as a senior retiring officer under the resolution of Congress on that head. If my own private interests on this occasion were to be pursued at the expence of any advantages I could render my country, I would not request this indulgence, but as I am convinced it will not, I beg your approbation. With sentiments of the most affectionate respect & esteem I have the honor to be Dr. Sir your most obedient humble servant."
