Once bound together with "Observations sur le recrutement et l'emplacement de l'armée active par cantons ou par départements ..." (L2009F80); both works on the nature of a regular army and on the necessity of a permanent auxiliary force; both essays prompted by the need to foresee the potential number of army recruits nationwide.
The National Assembly deliberated against the appropriateness of compulsory military service and defended voluntary enlistment. Author warned against the decreed voluntary recruitment managed on a regional basis & exposed the inherent weakensses of the system using demographic studies.
