The National Assembly deliberated against the appropriateness of compulsory military service and defended voluntary enlistment. Author warned against the decreed voluntary recruitment managed on a regional basis & exposed the inherent weakensses of the system using demographic studies.
Once bound together with "Mémoire sur la nécessité des troupes provinciales, ou, D'une armée auxiliaire et permanente" (L2009F81); both works on the nature of a regular army and on the necessity of a permanent auxiliary force; prompted by the need to foresee the potential number of army recruits nationwide.
