Note
"Conformable to the request of the committee of Cincinnati, over which you preside, I have attended to their claims, as reported by a committee of Congress on Monday Feby. 1810...." The petitioners apparently sought monetary relief for soldiers of the Continental Army. "Several members considered the report of the committee in Feby 1810 as putting the memorial to sleep on the files of Congress -- and having the same impression operating on my mind, I took my leave of Congress after offering a short and pathetic prayer to the God of justice, and all power -- determining secretly and firmly to hold myself in readiness to act in behalf of injured fellow officers when opportunity shall present in this world, or that which is to come."
McLane's efforts included conversing "with several members of Congress", , and putting "into the hands of the president of the United States, a copy of your statement. I likewise put into the hands of the Secretary at War another copy -- all admitted the justice of our claimes. I stated that a number of the revolutionary officers equally intitled on the ground of the petitioners would wave all claim, the better to enable the government to provide for those destitute of funds...."
McConnell was at the time Assistant Secretary of the State Society of the Cincinnati of Pennsylvania.
