Note
"You will see the tenor of the orders herewith [not present] ... Disperse them instantly to your Captains & assist & direct their issue ... The time is far spent, & no more time is to be lost. The army must be filled, or the country will be lost." Apparently this is an order either to increase recruitment or more probably to supply and provision the troops.
According to Heitman, Henry Champion become Commissary General, Eastern Dept. in 1780. Governor Trumbull and the Council of Safety appointed "Colonel Henry Champion ... as purchaser of cattle, to be driven to such places as may be directed by the commissary general of issues ...." -- Jonathan Trumbull, Governor of Connecticut (1919), p. 225-226.
