"Should there be any of our deluded men in your neighbourhood, I will thank you to publish to them that if the non-commissioned officers & privates will come in, surrender their arms & take & subscribe the oath of allegiance to this commonwealth, they will be recommended for pardon and they will obtain it, I have no doubt."
Penciled note below return address: Written during Shay's Rebellion. On Feb. 3, 1787, Lincoln had surprised and routed the farmers under Shay; a general amnesty followed.
