Early cataloging records suggest that the addressee was Richard Clough Anderson, Kentucky; moreover, notes in the case file suggest that the author was Lt. John Rose, original member of the Pennsylvania Society of the Cincinnati. John Kilbourne's Virtutis Praemium, however, states that Lt. John Rose left the country shortly after the American Revolution (vol. 2, p. 858)
Recommends a Mr. Townshend Dade, a friend, who "will probably visit your state and perhaps may settle there for the purpose of practicing the law."
The pages also contain a long list of numbered names, purpose unidentified. If, indeed, the addressee was Richard C. Anderson, the names and numbers may relate to Anderson's duties to survey lands reserved for the Virginia continental line.
