In the hand of Washington's military secretary, Robert Hanson Harrison, but signed by Washington.
"The Enemy's fleet having left the Hook and gone to Sea, I ... request that you will immediately repair with your Regiment to the City of Philadelphia and put yourself under the direction of the commanding officer there."
"You will not lose a moment's time and will order your baggage to follow under a proper guard."
Watermark: Powder horn & GR; apparently not in Gravell, though similar to his example 300 in "Foreign watermarks", p. 94; but the powder horn faces the opposite direction, and the chain lines intersect the letters in different places.
