The devil and Cerberus drive the "impious beasts who far excell/ All the inhabitants of Hell" toward the gates of Hell. The beasts bear the heads of Byng, Hardwicke, Fox (the fox), Anson (the goose) and Newcastle:
Below the engraving is an excerpt, apparently from an auction catalog, describing the occasion as "the resignation of the Newcastle ministry."
