Eight examiners sit around a table; standing in front of them is Byng, labelled "A Fool", who says "Pray Gentlemen, use me tenderly for my fathers sake", a reference to Admiral Torrington. Six of the examiners urge dreadful punishments: Stick him full of maritime spikes; Make ratline of his guts; Keel hawl him, etc.
