General Wayne writes: "We are busy forming a new city at this place, my people will be covered in a few days--I mean as to Hutts--but naked as to clothing ... Have you ever taken notice of Paddy Fuizel or Neddy at the hospital--if you have, it may serve to convey some faint idea of the wretched situation of our soldiers--with only this difference, that the former from their insanity are become callous and insensible to their suffering--whilst our poor worthy naked fellows fell their own misery and are conscious of meriting better treatment ..." He also comments that the eastern states have been much wiser in clothing their troops. He trusts he will be able to provide his soldiers with the basic necessities in the near future. Wayne requests a leave of absence "to effect this essential business and to recover my health which is much impaired I shall require three or four weeks respite from other duty."
