This appears to be a photomechanical reproduction of an engraving on a new plate. It is an illustration from Otto Trevelyan, The American Revolution (call no. 973.31 T812, 1909).
Grandson of William Penn, Richard, at one time the lieutenant governor of Pennsylvania, is best known for carrying the "Olive Branch" petition from the Continental Congress to the King, which he presented upon his return to England in 1775.
