The artist is probably Matthew Darly, etcher, drawing-master, and print-seller and occasional designer of caricatures -- cf M. Dorothy George. English Political Caricature to 1792, p. [225],
The monument's inscription laments the occasion when 'France not by her own power but our neglect rais'd her glory. The time is come, in which France will be taught that one delinquent does not constitute the character of a nation." The monument is flanked by two Frenchmen speaking fractured English: one says "Bing is Amie"; the other refers to Port Mahon. On top of the monument is the Gallic cock crowing the Byng/Torrington motto, "Tuebor"; the monument stands on a base depicting two naval battles, one captioned "Horrible"; the other, "Terrible"
