Graves is commanded " to procede and cruize between Brest and Ushant, from six to ten leagues distant from the Shore, and if you observe any Fench Ships of War standing for Brest, you are to watch them till you see them into the Road, and then make the best of your way to the first Port you can reach in England and send an Express to our Secretary...."

Anson, Duncannon (later Earl Bessborough), and Rowley all served on the Admiralty Board at the time of the Byng expedition and court martial. Clevland was Secretary to the Admiralty at the time.
