Lafayette mentions his association with Humphreys as a brother officer and as part of the same [military] family; he also and offers his house in France to Humphreys who has gone to Europe as secretary to the legation of Franklin, Adams, and Jefferson.
He refers to his recent tour through the states and the warm reception he had received.
"It seems to me this winter is an important crisis for the interior arrangements of America, so far at least as respects Federal Union, commercial system, and militia establishment - God grant every measure may promote the prosperity and happiness of these rising states."
Both Lafayette and Humphreys were original members of The Society of the Cincinnati.

Watermark: D & C Blauw --Gravell, Foreign watermarks, p. 221 and figure 108. Countermark, a man on horseback encircled by a Pro Patria ring at the foot of which is the letter B; apparently not in Gravell.
