This is a cover for a piece of sheet music.
A Greek temple is pictured with four columns. Between two columns on the left is a statue of Peace. Between two columns on the right is a statue of Victory. In the middle, on a pedistal with crossed flags and a liberty hat on the base, is a folded cloak with crossed swords and a laural wreath circling the monogram of George Washington's initials. Above the columns is the title, "The sword and the Staff." Above that, in a circle are the busts in profile to the left, of Washington, after the statue of Houdon, and Adams. Atop the roof is an eagle. Vignette.
Below the lithograph is the rest of the title, "A Natonal Anthem," followed by: The words by George P. Morris, The music composed by W. Vincent Wallace.
