This appears to be a rather poor photomechancial reproduction of a painting. It is a page from the Daughters of the Cincinnati 1910-1911 Yearbook after page 44.
James Nicholson was an original member of the Society of the Cincinnati from the state of Pennsylvania later from New York. He served as Captain of the Frigate "Trumbull" in the Continental Navy.
