General McDougall was the first president of the New York SOC
B. Swartwout junior is probably Colonel Bernardus Swartwout, volunteer of the 2nd New York Regiment, who set up the first military encampment of the revolutionary war on the Van Cortlandt grounds in Bronx, N.Y.; Secretary of the N.Y. SOC from 1795-1800.
