Note
A young, attractive girl, dressed as Liberty, stands with her bare feet crossed, wearing a crown of laural leaves, leaning on a leaf scrolled oval frame containing the head of Washington against a background of vertical stripes and over his head a starry field at the top of the oval with the word, "Union" between rows of stars. Above the frame, to the girl's left are two American flags on poles. Liberty holds a scroll in her right hand which rests on her hip.
