Written by David Humphreys -- cf. J. C. Fitzpatrick, ed. The writings of George Washington, vol. 17, p. 286-287, which quotes text from the Rhode Island Society's copy of the circular, which is dated 28 Dec. 1783.
Proposes "the city of Philadelphia ... for the general meeting of the Society of the Cincinnati on the first Monday in May next."
Moultrie was the president of the South Carolina Society of the Cincinnati.
With integral address leaf, silked.
Watermark: Bell with counter mark S & W; apparently not in Gravell.
Gift of Francis V. Greene, Rhode Island Society.
Library has another copy in its Archives: Box IX, Folder 2A, apparently Washington's retained copy, with the January 1st 1783 date crossed out and emended to read 1784.
