Note
Having surrendered after the battle of Saratoga, Phillips was a senior officer of Burgoyne's Convention Army at Cambridge, where Heath arrested him.
"Lieut. Colo. Anstruther has requested of me to procure leave for two men who are prisoners of war to come to Cambridge."
Mentions former fellow prisoner Lieutenant Dumford "of the Corps of Engineers" and other British officers Lieutenant Colonels [John] Anstruther and [Archibald?] Campbell.
Heath was at the time of this letter the newly appointed commander of the Eastern Department.
