Apparently written just before Carmichael left France, where he had been serving as an assistant to Franklin, Silas Deane, and Arthur Lee, the American commissioners.
Jonathan Williams, Franklin's great-nephew, was acting as agent for the American commissioners at Nantes.
"Nicholson [i.e. Capt. Samuel?] appears hurt by your letter."
"My Cypher heavens! I left it with you & cannot now write to [Edward?] Bancroft" Bancroft was the agent for the American commissioners later discovered to have been a spy for England for most of that time.
