Concerns funding their efforts "to purchase forfeited estates and soldiers' rights lying within the limited bounds described in the laws you sent me." Refers to an unnamed "Gentleman in this City" who wants to see Mr. Musser before committing himself. Mr. Musser may be one John Musser who was in 1782 suspected of contraband trade -- see Pennsylvania Magazine of History and Biography, v. 22, p. 112.
Specifically mentions lands on the Charlotte River ("I surveyed that part and ... it will not do for us--it is amost miserable broken stoney tract....") and Kemp's land held "under Coxes mandamus ... held in right of his wife Grace Cox, who was one of the patentees."
