Notes that "a number ... chuse to make use of their own arms which is the reason that we have any in store."
During the summer of 1763, Carlisle had been under the command of Henry Bouquet of the 60th (Royal American) Regiment of Foot; in his absence, Armstrong was placed in command.
On 28 June, 1764, Pennsylvania Governor Penn had ordered all captains east of the Susquehana to march to Carlisle in preparation for an expedition to Fort Pitt. This document may have been required as part of those preparations.
