C. ap C. Jones [President General of the Society of the Cincinnati]; French Consul; Mr.[blank - unidentifiied]; Right Rev. Monseigneur Poteran; Marquis de Grasse; M. Jean Rochambeau; and Captain Becton, Commanding U.S.S. Iowa. The title is typed on a piece of paper affixed to the top of the photograph.
