"Whereas it is directed that the small arms shall for the future be made much better than they have hitherto been ..., the gunners and armourers of the respective ships shall be more carefull and have a due regard to the following [9] directions...."
"Directions" cover reporting the condition at receipt, transporting, cleaning, damage reporting and repairing, and consequences of failure to do so.
