A plan for the reformation of the Continental Army, probably dating to 1781, when the 4th and 11th Pennsylvania regiments were absorbed by other units.
The plan affects the Pennsylvania, New York, New Jersey, and Additional brigades of Hazen, Jackson, Webb, Spencer, and Livingston as well as the Rhode Island regiment.
