Webb had been captured at Long Island and had been held prisoner since December 1777.
Both Webb and Parsons were original members of the Society of the Cincinnati in the State of Connecticut.
On verso: I do swear that the written muster roll is a true state of the Company without fraud to the United States or to any individual according to my best knowledge [signed] Willard Wright, Lieut.

A columnar list of "Serjeants, privates, fifer, and corporals; their terms [ and] remarks [i.e., promoted, deserted, discharged, etc.]
Officers named: Thomas Wooster, Capt. on furlough July 19 for 7 days; Willard Wright, Lieut.; Solomon Mears, 2nd. Lieut. on command Tary Town; Daniel Hamlin, Ensign, on command Round Hill.
