Bell's petition is for compensation for helping to supply the continental army in Canada during a failed expedition 1775-1776. Sawyer owned the schooner engaged in the Cod Fishery in 1802. His petition is for remission of duties and other privileges granted "a vessel of the U.S." in the fishery. Gallatin's response to Bell's petition is to refer it to Congress, but he denies Sawyer's petition as unqualified for privileges.
