Anderson's diplomatic service in Europe began in 1891, when he was appointed Second Secretary of the Legation and Embassy, London; in 1894, he became First Secretary of the Embassy and Charge d'Affaires in Rome; and in 1911, Envoy Extraordinary and Minister Plenipotentiary, Brussels. He then became Ambassador Extraordinary and Plenipotentiary, Tokyo, 1912. This caricature probably dates between 1891 and 1911.
