The old ministers, Sandwich, Rugby, North, Mansfield, and Germain are driven into hell by the new ministers, Thurlow, Conway, Camden, Barre, Burke, Richmond, Rockingham, Fox, Wilkes, and Bying. Each makes a statement about his opposition in the past years. Two devils welcome them to the pit. One holds a bottle to tempt Sandwich, and another grabs Germain. Above the two parties, a winged angel flies holding "The Mirror of Truth" to chase the old ministers away. Fleeing the scene is Bute riding on the back of a witch.
